Māris Kučinskis, born in Limbažu county, Latvia, attended Ķirbizu Elementary School (1969-1977) and Valmiera 4th Secondary School (1977-1980). He started his career as an economist in the Finance Department of the Valmiera District Council (1980-1981) and, after completing his service in the Soviet Army, became the chief accountant at the Fire Extinguishing Equipment Factory (1984-1987) and later an economist at the Valmiera District Apartment Utility (1987-1991). During this time, he pursued higher education, graduating in 1988 with a degree in economics from the Faculty of Management and Economic Information at the State University of Latvia.

Kučinskis entered public administration in the 1990s, serving as deputy director (1991-1994) and director (1994-1996, 1997-1998) of SIA “Apgāds.” In 1994, he was elected to the Valmiera City Council and served as its chairman from 1996 to 1997. He joined the People’s Party in 1998, ran for the 7th Saeima, and eventually entered parliament when party member Kārlis Greiškalns left for the Saeima.

From 1998 to 2003, Kučinskis led the Valmiera City Council and also chaired the Valmiera District Council (1998-2000). In 2002, he ran for the 8th Saeima and secured a seat in 2003 after Andris Šķēle resigned. On December 2, 2004, Kučinskis was appointed Minister of Regional Development and Local Government Affairs in the government of Aigars Kalvītis, where he continued to play an active role in Latvia’s public and political landscape.
