Namejs Zeltiņš, born on August 12, 1935, in Dobele to the family of a retired Latvian army officer and former commander of the 4th Vidzeme Latvian Rifle Regiment, Anšs Zeltiņš, pursued his studies at the Faculty of Physics and Mathematics at the Latvian State University, graduating in 1966.

In 1984, he earned his candidate’s degree in engineering with a dissertation on “Complex Methods for the Use of Energy Resources in Industry.” Later, in 1993, he obtained a doctorate in engineering sciences (Dr.habil.ing.) with a thesis titled “Integrated Studies of Heat Supply Systems: Energy and Economic Efficiency, Ecology.”

Zeltiņš worked at the Institute of Physical Energy, contributing articles on energy efficiency and the development of energy systems. He became the head of the Energy Efficiency Center at the same institute and a professor at Riga Technical University. In 2001, he was appointed president of the Latvian National Committee of the World Energy Council.

In recognition of his contributions, Zeltiņš was named a state emeritus scientist in engineering in 2015.
